On July 2, 2010, Illinois Governor Patrick Quinn signed HB 43 into law, making it a requirement for drivers in Illinois to stop, not just yield, to pedestrians at a crosswalk. The bill, which was signed as Public Act 096-1165, amended the Illinois Vehicle Code by changing Sections 11-1002 and 11-1002.5. These sections used to require vehicles to only slow down or stop if need be to yield to pedestrians. The amendment requires a vehicle to stop and yield the right -of-way to a pedestrian crossing the roadway within a crosswalk when the pedestrian is halfway into the roadway or when the pedestrian is approaching
so closely from the opposite half of the roadway as to be in danger.
